Update 4/27/20: The contractor will begin work once water main gate valve repairs are completed on Jay Street and Martin Street. This could be as early as they end of this week. The pavement will be milled off once water main gate valve repairs are completed in the Woodland Estates neighborhood. The contractor will get the project repaved as soon as possible.
The City of Andover administers a street overlay program to rehabilitate and prolong the life of the City’s street infrastructure. The Woodland Estates 1st and 2nd Addition developments have been identified for a mill and overlay in 2020.
An overlay helps prolong the life of the roadway and defers the need for a more expensive total reconstruction. This overlay is expected to extend the life of the streets another 15+ years before a full reconstruction would be considered.
25% of the project costs are being assessed to properties fronting the improvements. The remaining 75% of the project costs will be funded through the City’s Road and Bridge Fund, and in turn reimbursed through Municipal State Aid funds.
